The character is ToxicAsh, who belongs to EvilPikachu from the oekaki... not sure if they like it yet. They haven't been online since I posted it |D

Yeah, me neither. It's just so... I dunno, I just want to draw it so much right now D: I don't even like Pikachu at all. AT ALL, I TELL YOU. But something about it makes it easy and fun to draw in different positions. :<
